How is LEVEL of a wild pokemon determined? Is it different for different players?

Hilariously today I met 3 Dragonite in the wild, but all of them were very low CP: 786 252 238
I caught the first two and the 238 one fled.

EDIT: I'm level 35

Dragonite is not so rare in my city, after all...
Another day, in november, I happened to meet two yellow dragons and they were very high CP.
Is level pre determined or random for every player?
I dunno if feeling lucky about today, I'll store the precious candies though :)

It's randomly generated for each level trainer which interacts with the pokemon with an even distribution between level 1 and the level of the trainer, up to level 30.

So at level 35 you have an equal chance of running into a pokemon of level 1 or level 30, or any other level in between.

That said, once the level of the pokemon has been determined for a particular level trainer (let's say you try to catch a pokemon in the wild and it turns out to be level 25), it will remain a level 25 pokemon for any other trainers of your level which interact with it before it despawns.

Of course, the same holds true if someone else at level 35 interacts with it before you do. Whatever level it is for them will be the same as it is for you in that case.

It's sort of Schrödinger's Theory of pokemon levels. :D

So if a Different-Level-Trainer interacts with the pokemon before me, that does NOT affect the level it will be for me?

What we see is that each trainer level will find wild Pokémon at a random level between 1 and that trainer level, up to 30. Also, levels above 30 are simply treated as 30 for encounters, i.e. every trainer at level 30 or above will find wild Pokémon at the same level.

I think that probably has cause and effect switched a bit. The levels are probably already set before any player interacts with a pokemon.

I would assume that each pokemon spawn probably includes a random number that is used along with the trainer's level as two inputs into some sort of formula to determine the pokemon's level from 1 to 30.

And yes, as long as the trainers which interact with the Pokémon are a different level than you, it won't affect its level when you interact with it.

It is random. A few months ago I found my first and only dragonite, I woke up my brother so he could catch it to. I was level 26 and he was 21, mine came with 155 CP and his 2000. Sad world.

Greeting from Singapore. I have a research about this too.. I still can't determine how niantic calculation is.. But here is my note, I hope others people could help and give an advice to discuss.

Your account 29 is random 1 to 29
Your account 31 is random 1 to 30
The 2 random calculation are absotulety independent of each other.
Saying this , all your mons in account 29 and 31 have exactly the same movesets and exactly the same IV's.
So in your case , managing 2 accounts, the best strategy is :
1/ load the mons with your first account, see the CP value, leave immediately without catching.
2/ load the mons with your second account, see the CP value, if the value is lower catch it. If the value is higher go back to your first account and catch it. It is always easier to catch a low CP value top tier mons. It remains a difficult catch, so better to use best balls and berrys and good skills.
3/ look at move sets and look at the evaluation or use a tool to calculate your IV's
4/ if you like these values and you like the CP value of the remaining account, go back to the other account, take your best ball and your best berry, concentrate to make an excellent or super throw and pray it will not fly away. If you don't like these values it is up to you to catch it, but if you miss it you will not be pissed off the all day...

You have plenty of time to do this procedure, most mons are now remaining more than 15 minutes available. This procedure is easier and much quicker if you use 2 phones, 1 for each account.

I don't have 2 accounts but we have 3 players/3accounts in my family. This is how we proceed with 3 accounts. (Level 34, level 28 and level 15). My daughter (level 15) is really a casual player but when we see a dragonite or a snorlax we have always good arguments to ask her to load her account ;-))

Is the person taking data from his time at level 29 and again at 31? I didn't look that close at the data to see if it was from 2 separate accounts or from one account at 2 different times.

Yes, I meant all of that pokemon in the list caught on both level 29 & 31 only. I use 2 phone for 2 account.

Yep. I caught every mons in same place with my both account. My goal just want know how niantic calculation about giving us different level when catching mons. So of course they have same stat, such as IV and moveset, but they are have different level pokemon and their cp. I also use a pokemon map scanner (its show the IV, moveset, and stat of ATT, DEF, STA), but in my list I just only write their LV mons IV and CP. And the tool for me to decide pokemons LV is Poke calculator.

First of all, I'm surprised that none of the usual suspects are on this board mentioning the TOS.

Now, back to the question. To actually gather enough relevant data for figuring out the calculations or formula, you need to at least create 30 accounts. For Level 2 through Level 31. Level 1 is excluded because Lvl 1 accounts only can catch Lvl 1 mons... I don't trust Level 30 accts to capture Level 30 mons so included a Level 31 as backup
