What does HP and HY mean?

Edit: If you're talking about DPS measures then, this is the order:
#1 Roserade: Razor Leaf/Grass Knot
#2 Breloom: Bullet Seed/Grass Knot
#3 Sceptile: Bullet Seed/Frenzy Plant (If they gave it for community day)
#4 Venusaur: Vine Whip/Frenzy Plant.

If you're talking for PVP, then there's no clear answer 'cause it depends on which league and which movesets you are using.

Thank you very much for your reply. This helps me get a much better idea. I will power fully up a very good roserade. Kinda sad to see this the bulbasaur family are my favorite pokemons so unfortunte to retire my beloved venusaurs!

They don't need to be entirely retired. Venusaur still is far tankier than those who out DPS it. Would be a solid anchor at least.

You're welcome. Now, as the other poster said too, none of them are outclassed, they're all great cause they have 2-bar charged moves. In the bottom of the line are (DPS wise): Kantonian and Alolan Exeggutor and Tangrowth, however all 3 have better TDO than the 4 Pokemon mentioned above. Meganium, Abomasnow and Torterra had bad DPS and TDO because of the lack of good moves, though.
