So I have this machamp and I want it to have dramatic punch but I used a tm and got what’s in the photo but before I had counter and heavy slam . Is it up to chance to get dramatic punch?
For one it's Dynamic, not Dramatic. Secondly yes, charge TMs are up to chance. Your next one could get you Dynamic Punch or Heavy Slam again. Personally I'd wait until you have 2 CTMs in case you get Heavy Slam again so you can reroll to another fighting move.
EDIT: Given the calculated IVs from that CP and HP stat (12/11/11 or 11/13/9), I'd save the TMs and try raiding for a better Machamp.
It's entirely "R"NG. I would suggest NOT trying to change the Close Combat for that particular Machamp unless you've got so many that you consider throwing them out. Took me 5 TM's once to get a Machamp with Dynamic Punch; I went from Heavy Slam to Close Combat over and over, until I shut the App down entirely and restarted.
I would keep leveling up and solo Machamp raids until you get a good one. It may even have “Dynamic” Punch. Using TMs in the lower levels is not recommended as TMs are a valuable resource. Charge TMs are anyway. Most Pokémon has two fast moves, so Fast TMs are only used once. So if you get a good one with Bullet Punch and “Dynamic” Punch, keep it, use a Fast TM, and power it up.
Make sure is has at least 15 Attack. You will know this when appraising it.
