How is fire not very effective against Lapras?

Did a Lapras raid today and we were surprised to see that Fire types didn't do damage to Lapras.

Water(not effective)/ice(effective) type, so fire is neutral

No, it showed not veey effective, the damage wasn't neutral at all.

My guess is that the text is triggered by anything below 1 so the new equation of 1.4X.71=.994 fits this but you're really doing pretty much neutral damage. That's all I've got. Other than that there's a real issue because it shouldn't be that way

In the old days wasn't Arcanine with FF/FB a beast against Lapras?

Because lapras had only ice attacks and not a lot of people had a machamp

And Machamp was awful with awful moves at that time as well.

The NVE text overrides the SE text. NVE and SE should cancel each other out, but only the NVE text shows, when in reality it is doing neutral damage.
When I used a Bite/Crunch Gyarados against an Exeggutor raid boss, the Exeggutor's bullet seed did "NVE" to my Gyarados, when it was in fact neutral.

Because that 1.4 multiplied by 0.714 equals to 0.9996, which is below 1.

This is because Niantic rounded the 5/7 thing into 0.714, now Lapras and some others are taking 0.04% less damage from those attacks. If that affects the 1 damage to successfully solo the raid boss, Niantic will be unknown.
