How's Dragon Breath/HP on Kingdra?

I was looking through my Pokemon and I noticed I have two Kingdras: 1365 CP 12/15/15 93% IV WG/HP and 1163 CP 13.5/13.5/15 92% IV WG/HP. (I put 13.5 because when you calculate the IV's it gives you two options 13 or 14, so I did the average) Does the Dragon Breath build up the charge move faster than WG? I was potentially thinking about using this Pokemon as a fire raid boss counter. Double resists fire and the Wild Charge move that Arcanine has doesn't hurt him like it does other water Pokemon. I wanna mix things up. Thanks.

I've got a CP2016, IV91 Kingdra with DB and Blizzard. DB has a great animation and is a really quick attack honestly, and powers up Blizzard quickly enough for this guy to be one of my premier Dragonite slayers.

Was lucky enough to get Dragon Breath / Outrage on my first and use it as a generalist. For some reason people keep feeding it berries in gyms. Have a 100% horsea I'll be evolving too.
