How can we get red Gyarados?

Is it a rare form of an already extremely rare spawn?
Can you get it randomly by evolving a normal Magikarp?
Do you get it by evolving a Shiny Magikarp?
Will they continue to be available after the current event ends?

Meanwhile, I'm catching lots of Magikarp for the candy and hoping for a good one I can evolve.
