How can we avoid raid boss HP being replenished upon re-entry in short-man group raids?
Is there a strategy to preventing the raid boss from gaining HP when our first team is knocked out in small group raids? For example, if we stagger our teams so that some accounts are front-loading with glass cannons, and others start with tanks, so that they are re-entering at different times, will that do it?

Staggering the re-enters is indeed how you do it. There needs to be someone in the boss fight seeing the HP bar at all times. In some matchups you don't even need to change teams, the first rejoiners will just jump out after their 4th attacker is dead rather than 6th. As long as the number of rejoins stays the same, it doesn't matter at what point you do it.
Housun is right. Adding to that, y ok u can usually just communicate where you are in your teams. If I'm on my 4th or 5th when someone else is in their 6th mon, I wont worry about it. But if we are all on the same po sce. I'll usually step out and then reenter.
It can also work well to just designate someone to be all glass (fall out first) or all tank (outlast).
