No you need hyper Beam to power it up. 2 non stab moves is a waste of dust. Lol I'd give you one of my 90+ IV Ursarings w/ HB if I could. I have 3 C/HB and one at level 30 already so don't need the extras.

It's a defensive moveset, though Counter would be better. I think Ursa is fat enough to defend and I don't like listening to all those gym purists with their blisseys. Maybe wait and you'll get one of higher level or better moveset.
