houndoom foul play versus crunch?

I caught a wild houndoom with snarl/foul play, but 37% IV, and evolved one with snarl/crunch and 92% IV. The question is, which is better?

I did some back of the envelope calculations. In 20 seconds of play the crunch one deals somewhat more damage than the foul play one, but I think the foul play one would catch up in a longer interval. Also, the cool-down time for foul play of 2s is really attractive for dodging.

My experience in gyms against psy mon is that 20 seconds is more than adequate to clear them.

Should I keep evolving, or power up the crunch one?

First one is too bad of IV to justify sinking dust into. Second (crunch) one is worth it, but mainly for defensive purposes.

What CP? Neither one (houndoom in general) really seems worth too much investment.

The low IV snarl/foul play one is 1715cp. At that level works well as a specialist prestiger or attacker.

The high IV snarl/crunch one is 1283cp.

If you are just taking the attacks into account, then Foul Play is better, but, the IV's on the foul play one are too low to invest dust in it, I'd keep it as prestieger against exeggutor maybe, but then again against exeggutor you'd be better off with a flareon, arcanine or a Houndoom with firefang and foul play.
