Houndoom Doom II, or: How do charge TM´s work?

Houndoom is my favorite Pokemon and its my dearest wish to get one with snarl and foul play. Unfortunatly I was constantly unlucky and since gen 2 release I evolved a total of 12 high IV (84 -98) Houndour which of all ended up to be houndoom without FP. 2 days ago I used my charged TM on one of them. Of course it got fire blast! :) Now my question: Will the charge tm roll out a move a pokemon didnt have before? Or is there always a 50% to receive the move that the pokemon currently doesnt have. If that is the case I am doomed to switch between crunch and fire blast all the time, regarding my abysmal luck with this species until now.

Says you. 0 TM's from 11 raids of levels 1-3 for me.

It can switch to any charge move that it is not at the moment. So it could go Fire Blast- Crunch- Fire Blast

I caught a wild Houndoom with S/FP with 80+ IV. and that was RIGHT before the fire event. I thought i had won the jackpot lol. don't use him much but will try to power him up. he was already about level 25.

All my Houndooms have terrible moves too. Sucks. Don't really want to spend rare TM's on them when I have Tyranitars and Machamps very hungry for TM's.
