Holiday Event - part 2 ?

The second part of the event is supposed to start tomorrow December 30th.
Do we know around what time (considering when part 1 began)? Cause maybe it's on 30/12 but in california at whatever o clock, which is on the 31st here in Europe.
I'm hoping for a ton of charmander spawns :)
