Higher Level Pokémon being caught by lower levels?

My mom was recently going through her Pokémon, when she noticed she had caught a few level 34 Pokémon. All seems well and fine, until you realize she’s only level 29. That means she’s catching Pokémon +5 levels higher than herself! Normally, for me, I will catch things 1 level stronger than myself and I know Pokémon can be your level +1.5 I’m beginning to wonder if this only applies to level 30+ bc it’s not like it was a single Pokémon. It was a 3-5... is there something I am unaware of? She should not be able to catch Pokémon of this level from my experience. Has anyone else experienced the same? Perhaps an update?

The update was rolled out in december. Whatever the weather is pokemon of those types boosted can be 5 levels higher than trainer level

Before the weather update, you could only find wild pokemon that were a level less than or equal to your trainer level, max level 30. Weather boosting increases the possible level of wild pokemon by 5 above your trainer level, min level 6(?) and max level 35. Weather boosted pokemon also have minimum IVs of 4, I think, which doesn't sound significant but overtime catching lots of pokemon can lead to more pokemon with high IVs.

You also mention something else. Long ago, you could power up a pokemon up to 1.5 levels higher than your teainer level. That was changed/fixed quite a while ago to be a full 2 levels higher than your trainer level.
