Hey!
Sort of an off topic question but... is there anyone here living in Helsinki (or at least) Finland?
In my four/five months of Pokemon Go i have only seen two Lapras and Two Snorlax in the wild. Lapras, I got the first one and the second one escaped; Snorlax i couldn't track the first one but i got the second one. That's it! Any similar experiences?

Wow! Today, 24.11.2016, at 16:07 i caught my second Snorlax!
2519cp (crappy IVs) but still a Snorlax!

I'm also not there but am at L30 and have had similar experience. I hatched one Lapras and found one in the wild (2094CP who escaped after one ball!). I've hatched two snorlaxes, but have only seen one in the wild (also got away). Finally, I have found one Dragaonite in the wild, which I caught.
I'm not sure how people get so many of these top Pokémon. I suspect that some used GPS spoofing to pick up nests before Niatic cracked down. Or maybe I just live in a slow area. I also noticed that Nick, from trainer tips, doesn't have a bunch of Lapras or Snorlax. I think this is much more the norm for players who haven't used GPS spoofing. Here is my top lineup.
This is mine... I've worked very hard for it.
I got my Snorlax with level 19 i think; thanks to the Halloween event i got a few candies to power him up.
My Lapras is very shitty (cp 1616, 36,7%IVs), so i haven't powered up, so is not even in the top 30... I use her almost like as a slightly better Dewgong.
The weird mons i've seen (and luckily got) in the wild are one Aerodactyl (cp950), one Hitmonlee (cp240) and one Hitmonchan (cp817). And with my 10km eggs i haven't got any Snorlax or Lapras... but hey i've got some 6 or 7 Onix... :D
You do not need GPS cheats to catch rare pokes. It's as simple as asking where local people caught theirs and check that area. Or go back to the place where you saw the rare pokes in the past.
Wish you two lived in my area so I could point you in a good spot.
Although I've never ONCE seen a lapras, and neither has anyone I have talked to in my area.
I'd guess most people with trackers before most of them got shut down found them in areas where they spawn...
Overall, with 15 minute spawn times in the past, unless you lived near water (for Dratini/Lapras), there isn't enough time to track any mon down so you had to use something or someone around you would have to tell you...
Other than hatches, I have never caught any of the big 3 which were useful (Dratini/Lapras/Snorlax)...in the wild (and only caught a 43CP Snorlax).
