Help running raid simulations on poke battler

I have looked at various damage calc excel sheets it seems to show for both 14/15/15 and 15/13/15 Raikou both have breakpoint at level 31. I then ran a battle verse a level 40 Suicune which shows 14/15/15 break at level 31.5 and 15/13/15 level 31, i don't think i am running that right in a battle against level 40. According to excel sheets if both have breakpoint at level 31 but the 14/15/15 takes less damage from hydro pump, wouldn't it make more sense to power up the 14/15/15.
If I am doing this wrong please help me, it seems as though all the bosses you would use Raikou level 31 would need to be the highest?
