Help me, i need some advices for now

That's a decent Espeon, and I could see some use for the Slowking. The waters aren't great

Out of your 4 choices, the one that seems most eligible may be your Espeon. Unfortunately, Psybeam is a weak attack and I would prefer to evolve a high level Eevee for an Espeon with Confusion/Futuresight instead of powering up the one you have. BTW, please don't ask whether Espeon can be used for Defense, the answer is that Espeon should only be considered for attack because Dark typing is common in Gen 2 and Espeon is super weak to Dark.

Personally I would not power up the rest because:

Slowking suffers from low CP as a Defender and again because of its Psychic type will be weak to Dark in Gen 2. As an attacker there are better pure Psychic/Water types giving more favourable matchups against the common gym metaplayers.

Feraligatr is inferior to Vaporeon as Water type attacker and defender. As for its Ice move there are better options to spend your candy on, such as Lapras (which still remains a great Ice attacker) and has natural Water/Ice typing.

As for your Vaporeon, if it was level 28+ then maybe I would spend dust and candy to power it up. If you're talking about a level 27 and below Vape, I would not spend dust and candy on it, instead I would just find more Eevees and evolve a high CP one.

So if you stil find usable a strong defender with quite small CP, it is very good.
From my point of view slowking and slowbro are defenders, so you have the best one. I also have one, but only 76 IV, but evolved from a lvl 29 slowpoke. Aftret he retunrs from a gym I intend to power up to level 30.

Vaporeon for offense/defense, Espeon for defense, Slowking for offense/defense.

1. C/D (C/FS optimal)
2. D* (I wouldn't consider it a bad moveset - but lower DPS than the three waterguns and C/Psychic)
3. B (Out of 3 movesets; WG/HP optimal)
4. B (WG/HP optimal)

at least you didn't get any F movesets. . .
