Help with Hidden Power

I recently got a good IV Suicune with Steel-type Hidden Poder, and tried to change it to get a different type for Hidden Power, but got Steel-type twice.
Does each Pokémon (that learns Hidden Power) get stuck with the same type for Hidden Power regardless of how many times you change it or was it just mere bad luck?

yes, only one hidden power per individual

The one small caveat, irrelevant to the Suicune discussion, is that evolving Togepi or Porygon will re-randomize the type used for Hidden Power.

Yesterday I got a Water Hidden Power for Suicune. I figured this would be ideal since Suicune is water type, but sadly no STAB with Hidden Power for Suicune since Hidden Power is a Normal type move.

o_O? Says who? The point of Hidden Power is that the type can vary and is calculated based on that type.

In the main series at least:
"Hidden Power can receive same-type attack bonus. For instance, a Bug-type Pokémon will receive same-type attack bonus when using a Bug-type Hidden Power. Although Hidden Power is Normal-type in the game's data, a Normal-type Hidden Power is not obtainable"

Hidden Power is Normal only insofar as it is generally categorized in a vacuum that ignores the eventual type assignment.

A Hidden Power that matches its Pokemon's type absolutely receives STAB. You only need look at the type symbol next to it: it's never Normal.
