Has anyone else had problems with battle parties?

I had only 3 raid opportunities in town today, two tier 1's and one t3, Machamp. I was ready for him with the battle party that had allowed me to solo CC and DP before, but when I got ready to swap the recommended team I did not get my selected "Machamp" party (2 C/FS espeon, PC/FS Zam and 3 DT/H dragons); instead, it gave me a third espeon instead of my third dragon.

What did I do wrong, or is there a glitch others have experienced?

P.S. As it turned out, Machamp had CC and I finished with several seconds left (despite of my old phone and some lag).
