Gyrarado Bite/Twister
I am at level 29 turning 30 soon.
This Gyr with 84% IV and currently i maxed it at 2788 cp/level 30.5 . This is my 2nd gyr with b/t.
Should i give it up or continue to power it up?

I wouldn't power it up any more, but twister gyarados isn't useless. It's actually a pretty decent charge move for gym defense, although Gyarados is only a decent defender by virtue of the high Max CP. It's annoying to dodge compared to HP and DP, and is a solid option especially if you've got the "legacy" Dragon Breath quick attack.
Bite / Twister is the WORST attacking and defending moveset, that's the truth. I am sorry but I won't keep power him up, if you get a Pulse or Pump one you will regret expending dust on him for sure.
Just keep trying to evolve another, there is no rush, gym position is not all, a lot of people only see the CP, gym position is important but I don't think it is that much, being 1st or 2nd can be bad as you will kicked out fast, but for me personally there is no much difference being in the middle of the gym or the top, if someone starts taking down and removes the first 2 mons it will mostly take it all the way down.

I completely agree. It was one of my blackest days in Pokemon Go when my first Gyarados got Twister (it took me 3 months to evolve it). I resisted to power him up and another 2 months later I got my second Gyarados with Hydro Pump. Now I'm very happy that I didn't level up my first one (it has CP 2219 anyway).
I only have 1 but with the same moveset and 98℅ iv. I haven't maxed it. Currently it's at level 30.5. (I'm at lv 32). I would power it till lv 30 for gym placement if nothing else. Also spamming bite against most mons below 2500 with a 2800 cp gyrarados
Works way better than I thought it would. Granted if u need to dodge / short on revives / potions it probably isn't worth it
Any Electric is going to destroy a defending Gyrados.
So by that logic, no move set is good for defending.
But yet, look at Defenders list, you see Gyrados, you also see Rhydon which has the same issue vs waters.
Twister Gyrados tends to do more damage to Jolteon than Hydropump or Dragon Pulse one does.
Yes, Hydropump has the potential to kill my Jolteon if I don't dodge, and Twister has zero potential to kill my Jolteon. But realistically I do dodge, and so Twister > Hydropump.
A good trick for Gyrados incidently is to intermix it with Rhydon especially in a 7+ Gym.. A determined attacker is going to beat both anyway. But you can at least force the attacker to have to switch and spread his damage (ie more potions) among more pokemon.
