At this point of time is it still worth powering up a 100% gyrados ( but bad moveset ) for high gym placement or should I not since gym rework may be coming soon.

I would personally don't power anything up until gym rework just in case. If you already have a ton of dust saved and need something to stick in gyms then you can go for it, but if you have a good amount of attackers and defenders there is no point to spend dust knowing that a gym rework is comming. Maybe CP is no longer king and you find yourself with 3/4 high CP Gyarados just for attacking when you will never use more than 1/2 on the same team. No way of knowing anything yet but I prefer to be careful, Niantic has screwed a lot of us before with cp/attack changes...

Anyway until pvp comes out and we start to measure against other players in real time I think there are no "good" or "bad" choices, just personal preferences.

What is the bad move set, current level and your level?

I don't think we will get a gym rework, but Gyarados will have no place in gyms when the legendaries arrive, just like now Vaporeon.

If it is 100% and bad moveset leave it alone and wait tell you get to lvl 38 so you can power it up to 39.5 max level and have that perfect cp gyarados but is cp is gotten rid of well yah he is practically useless.

What's this everybody speculating about gym reworking and holding off with their Pokemon.

Niantic has repeatedly mentioned they are working to improve gyms. When they implemented gym battles initially they weren't 100% happy with it but knew people wanted it. So what we have now was just the start of what they had envisioned.

They said they are working on changes and hope to implement them soon. My hope is that the changes include only 1 of each mon allowed in a gym. So if a blissey is in a gym no other blissey can be added.

It would also be good if the person who took the gym got their mon on top. And each mon added after would go below. Then CP wouldn't matter.

It would also fix the shavers from shaving off a bottom guy and putting their guy higher. Their guy would go at the bottom and be the first removed. Not ideal but better.

If you're standing at a gym and need a high CP Mon, go for it. If you're not in a situation where you need to power him up, leave him alone.

This simply depends on your game and what you need, your resources, etc...

I'd easily max a Gyarados now if I had a 100% one...Have 900k+ dust, some candy (700+), no good IV candidates at all.

It also depends on if you already have one since I feel it's nice to diversify things in your powerups (I have 0 so can afford to blow dust on 1).

If you're maxed on gym defenders, then you can simply wait...or even if you have a lot of gym defenders, I think getting 9 vs 10 gyms isn't a big deal anymore...But 1 vs. 2, etc...percentage wise is a lot.

i have 100% one with bite and twister and i maxed him up and hold in gyms. one day changing moves will come and then he will shine? but i max out all 100% i think iv wont change ever but moves could in future so good to invest in them some dust if you dont have better useful ones to power
