I don’t like the idea that discourages powering up a mon, that feels very counter intuitive to me. Maybe a mechanic that shuffles the order of who you fight and swaps out defender that are at a disadvantage to a defender that is not as vulnerable to the current attacker. Also make type advantage/disadvantage have a greater impact.

Gym rework
For the gym rework, would it be a good idea to have CP caps per spot?
Example: for spots 1-5, CP has to be between the range of 0-2200 and nothing over. Then spots 6-10 can be any CP. This way, a gym is never filled with all strong pokemon which leads to more diversity for defenders who have low CP caps (Steelix and Umbreon etc). Also, lower level players won't feel left out of the gym scene.
In the main series game, you never walk into a gym and start off with the heavy hitters. You end up battling up the other trainers in the gym until you get to the gym leader, who hypothetically has the strongest Pokemon.
Just my two cents on the gym matter so we don't have 90%+ of the gyms that are elite 4-like level.
What do you guys think?

1) who gets kicked out if they swap defenders around? Would it still be the lowest mon in the gym, even though he possibly didn't fight?
2) disagree with the discouraging of leveling up, i think it would increase the leveling up of mons that hit 2200 around level 30, with better defensive/stamina stats.

Maybe instead of a CP cap, a pokemon level cap. Since there aren't a lot of mons with Level=CP, you could still have a lot of mons above 2500cp. Snorlax can reach 2500cp at level 26.5, while Tyranitar can reach that at level 24, but Donphan takes til level 29. So, i say no CP limit, but, if anything, a pokemon level limit.
Ex: 3 >35, 3 >30, 2 >25, 2 <25
Could possibly still have your least level mon be a 2500CP LEVEL 24 Tyranitar.
