Neither. I use dragonites as gen attackers :D

But for prestiging I tend to go with vapes more often because it's more tanky and also because I have far more vapes than gyras at prestiging CP levels.

If pure water attacker nothing can beat the Vapes...
If you don't have Vapes go for Starmie...

i have bite/hydro gyarados and wa/hydro vaporeon

and both even attacking a rhydon are practically the same, gyarados will hit harder hydros but since vaporeon has water quick attack its practically the same not really worth the trouble in picking one, both just go fine

now lets say vs a blissey, gyarados is the one which deals more damage for me, hydro from gyarados hit so hard plus his base attack is higuer than vaporeon by nice numbers and that is the one which make him win as a gen attacker in my opinion

This is the reason why Niantic will never make Gyarados learn a water-type quick move; if it could it would just be an all round better Vaporeon (with less HP).

Right now it's pretty good game design, actually, that trainers need to choose between Gyarados' high CP, high attack and lack of double-STAB, versus Vaporeon's lower CP/attack stat, double-STAB and higher HP. They both offers something different.

For me I prefer my Bite/HP Gyarados to my WG/HP Vape, feels quicker and more dodge-friendly.

Vaporeon-Better prestiger, and I have a bunch of them.
I try to keep Gyrardos out of the action and use him to get a high spot as a defender. Gyarados is less CP-efficient due to lack of quick stab, which kills his utility as a prestiger. The only time Gyarados is any good as an attacker is to help take down an enemy gym full of high-level (or psychic) water pokes (if you don't have enough grass to get it done).
