Gyarados moveset

It should cause Jolteon some annoyance, but 2 moves w/o stab for offense seems meh.

dragon tail& crunch is decent for defense but both are too slow for offense.

Personally I consider this the best defensive moveset, though GamePress does disagree. Dragon Tail is a must have on defense; all Gyarados with Bite are just a free lunch for the attacker. Crunch comes nearly as fast as Hydro Pump and deals more damage per energy even considering that it does not have STAB. It spams the attacker better than Outrage does, is faster and deals nearly the same damage per energy.

If its not a bad moves nor good defensive I think Gyarados is build to attack not to defend... You better look for an Attacker Gyara... Good Luck!
