Gyarados is far better than I thought

My Gyarados performs especially good against Vaporeons, with DT/Outrage, an Outrage can take a great amount of Hit Points from a 2xxx CP Vaporeon. Seriously, Gyarados isn't that useless.

My Gyarados is level 20.

Yes, Gyarados can kill other vaporeon. Skarmory can do this too, even flareon, with proper dodging.

Please give me reasons why i should use Gyarados against vaporeon instead of Venusaur and Exeggutor.

Because in order to save potions you might want to wade through a gym with as few attackers as possible. Gyarados is great for that. Of course you can switch to an optimum attacker for each of the six fights. But this is inefficient in both time and potions these days.

I have got 3 Pokemon for this purpose:
Dragonite DT/O
Snorlax Li/BS
Blissey Po/DG

Is Gyarados in any way pareto-optimal in comparison to the mentioned?

I have none of them.

What I do to save potions and time is only choosing the first (maybe the second one too) pokemon for the figth based on optimal counters, then only figth the first (again, maybe the second one too) pokemon, then run away, rinse and repeat until those are out of the gym, then do the same for the rest until you cleared the gym, that way you take less damage, from each figth and take less time to defeat (and kick out) each pokemon and clear out the gym.

A Magikarp can take out a Gyarados too

Anyways, this would success because the Vaporeon had Water Pulse. Dragon Tail is too slow to dodge Hydro Pump and you can get hit by 2 Aqua Tails during an Outrage.

Other players were battling with me, though.
