Guide for no future use?

Is there any sort of guide or rule of thumb about Pokemon that have no use in the future of the game?
Something that can reassure a player so they won't regret transferring, only for it to be relevant one or two generations down the line. Or to hold on to many for such a case, clogging up their storage.

How will anybody know this?

I'll give you two predictions for Pokemon who will never see meta-relevance: Luvdisc and Shuckle.

I don't know, Shuckle has the highest defense in the game. If status effects and the like ever get added it could even potentially see some use.

There is no assurance... Only Niantic knows...

You can check this one https://pokemongo.gamepress.gg/max-cp here is max cp for all mons from all generations but niantic may decide to change the numbers like they did for some legendaries

My rule of thumb is to keep one of the best of each final stage
non-relevant Pokemon, just in case. If they are common species, I don't keep them and don't worry about it.

Even if Niantic did introduce abilities, it wouldn't suddenly make your meta Pokemon useless, it would just bring more Pokemon into useable territory
