Guaranteed TMs in 3-star raids?

I've been wondering this for a while. For the past few weeks, I've been trying to solo some 3- star raids like Porygon and Scyther. Pretty much every time I've beaten Porygon solo, I've gotten a TM, and whenever I do a same level raid with another member on my team (instinct here), one of us has gotten a TM.

Can anyone else confirm having this happen to them or at least test it out?

I’ve solo’d Machamp, Porygon (x2), and Scyther and got no TMs at any. You’ve been lucky.

My experience is more like 2/10

I've gotten 7 charge TMs in 5 days raiding some 3s; 4s; and 5s. Right now it is not far out of the ordinary to get a fast TM from a tier 3 and charge TMs will happen if you at least raid your freebie each day.

Niantic did say they were increasing the possibility of TM's from tier 3 raids, and I have been getting them a lot more frequently since then, but not every time.

I've been consistently soloing T3's. When Niantic increased TMs for Tier 3 and higher, I had a run where I got 6 TMs (3 fast and 3 charge) in 5 raids. So I said, wow, maybe I should actually spend some of my coins on raid passes. So, then I got a run of 6 raids where I got none. And now, I got about 3 fast in the last 5 raids. I think it's just random. I'd guess it is about 1 in 3 for a TM?
