I'd probably go 2878 14/15/12 91% Groudon, and 15/14/12 Kyogre.

Depends on how far your planning to power him. If you're stopping in the low lvl 30s, Kyogre deserves that 15 Attack IV on the 84%. If you're maxing him I'd go with the 93 of course

I’d pick the 96% before the 84%, if 15a was that important to me. However, overall I’d go with one of the 14a boosted. Pretty sure I did already, I forgot my Groudon’s exact IVs after memorizing all my M2 and my top Kyogres***corrected, I took a Groudon to level 30 ads 15/11/12 84%. Doing stuff with Kyogre first. However, the best of 16 Groudon I caught was level 20 at 2305, which is not that great
