Hi, I got a good IV blastoise, with this moveset : Water gun / Ice beam . I know that for defense, Flash cannon is better but would you power up this blastoise (for defense)?

I was a huge fan of Blastoise in previous games but not in PoGo. His defensive role in general is quite weak so I wouldn't bother with his defensive moveset that much. Your reasoning is fine though, grass being his main counter get's in turn countered by ice beam, so that's nice at least.

As stated above, Blastoise is a fairly poor defender. I have one as well with the same moveset and I wouldn't recommend powering it up, unless you have way too much stardust. Bringing a Pokémon from level 20 to level 30 takes 75,000 stardust so I'm very careful with what I want to power up. Unfortunately, Blastoise isn't one of those as of now, there are so many better Pokémon that should be prioritized.
