Goldduck 100% worth it? And Venusaur 98% IV?

Well I got no luck with my Golducks and slowbro's.I see them only as attackers but by both al comes with the wrong attacks...

Know I already 20 +90% IV Goldducks with not the best attacking moves, so I try every time to create another... But fails every time.

Know I got a 100% Goldduck and he get the attacks Water Gun- Ice Beam. he's lv 20 - CP1363

Could he be usefull to power him up? He is 100%

I'm level 29,5. Got 260.000 stardust. On these momentes I invest in follow mons (that are already lv 29)
- Lapras (FB - IB)
- 2x Exeguttor (Zen + solar)
-2 Arcanine (FF+Fire blast and a FF + Flamethrower)
- Charizard ( Steel wing + Flametrhrower)
- Flareon (Ember + Fire blast)
- Nidoqueen (Bite + earthqueke)
- Golem (Mud shot + earthquake)
- Clefable (Zen + moonblast)
- Starmie (water gun + Hydro)

My dragonite (2477Cp with SW+ HB) is on hold, because I'm know working to evolve my 96% dratini to see what attacks he got

Got also 3 lapras with good sets and 90% IV but the problem is here lapras candy :p

On doubt also:
- Venusaur 98% IV with Razor leaf + Petal blizzard (lv20 CP1470)

I'd power up the Venusar if you've got the candy. The Golduck isn't worth the bother - for defence you want Confusion as the main move and for attack you want Hydro pump for the STAB attack.

I wouldn't even power up the Venusaur. With 2 perfect offensive moveset Exeggutors he already has the offensive material to kill all the Waters (Vaporeon, Poliwrath, Slowbro etc)
and Razor Leaf / Petal Blizzard is ok, but not top tier

I would save the stardust

Ice beam is better against grass, dragon and bug.
With a golduck he can be countered by exeggutor, venusaur, parasect, dragonite, etc.
Hydropump is not really usefull to defend. And too easy to dodge.

Does there really exist a player who does not have enough Vaporeons to fill the gyms?
I just cannot see that it makes sense to level any Pokemon with defensive moveset which isn't ranked Tier 1.5 for Defense at least, as Vaporeon is so easy to come bye, and it is decent gym filler material even with low IVs (and all movesets are defensively useful)

Those who are playing for efficiency are looking for the best pokemons even if they don't like them.
The others are leveling up the pokemons they like... even if it is a raticate.
