I have a Geodude with 84% IV and lvl 28 and a Golem 87% Lvl 20. I am short on dust and have 120 candies evolve the 84% or use dust to level up the golem?
The Golem has RT SE, Geodude is a guess what I am going to get. I have 1 TM.

No brainer really - stick with your Golem. It should be well worth the dust invested into it, even if you have to grind a little bit more to get to the same level as the Geodude.
The Geodude is too much of a gamble, even factoring in the TM, then you'd be left with zero candies on which to develop it further anyway. Dust you can get from anywhere, even if it is scarcer these days; Geodude candy is a little harder to come by.
Depends on how much dust you have, and what else you would use the dust on.
If you're really low on dust, I'd strongly consider the Geodude. Then you immediately have a solid Golem. If you get the wrong moves, use your TM. TMs are the easiest to get out of the 3 resources (stardust, geodude candy, TMs).
Then you have one Level 28 Golem, and you ALSO can use your Level 20 Golem in raids. Then save more candy to maybe level up the Level 20 at a later date.
There is such thing as a geodude nest, so check your local listings.
