It has the legacy move Sludge Wave, which is inferior to Sludge Bomb... but only by a little bit, am I right? Please let me know what you think about this attack. Thanks in advance!

Sludge Bomb is stronger but given the rarity of a Sludge Wave Gengar I'd willingly power it up all the way to 30 (not beyond that though).

I would not power that up. Not sure that you will get back what you put in. Perhaps the greatest "profit " will be trading it as is. Cant get back what you put in but you can always power it up later. Plus who knows if a safe viable trading system is even possible so who knows if trading ever comes.
