Gengar 13/15/15 evolved

Power up? I want to say it's good but its attack ivs are mediocre. Does health and stamina ivs worth more for low hp mons like Gengar or is attack still like the most important attribute? Is 13/15/15 at 96% a good iv for you guys?

I rather have high stats on the low base stats of a pokemon.
For me a good iv is 13 attack or higher, but that's personal preference.

So many players overvalue attack. 13 is not mediocre, it's two points off of perfect.

Gengar is weak because of low defense and stamina. Points in those two categories are more useful than yet more attack.

Consider the following. Which is stronger, a Blissey with 14/14/15 (a/d/s), or 15/15/10? The 5 points of stamina change are tiny relative to the bulk Blissey has, whereas the single extra points of attack and defense make it much stronger, because those stats are low.

I have a Wailmer with 15 attack, 15 defense, and 0 stamina. Haven't powered it up (cause Wailord isn't really meta relevant), but it's probably better than a 13/13/13, maybe a 14/14/14.

IMO attack is a little more important than defense which is a little more important than stamina, and the CP formula weights attack too heavily. A Gengar with a 13 attack and 15 defense and stamina is really strong, and should be invested in.

(Poster above who asked if it had Shadow Claw was right on - moveset is more important than IVs.) Any Shadow Ball is good against Mewtwo, so power that sucker (punch) up.
