As far as I can tell, these are the only mon you should wait on evolving until you find a high level catch.

Am I missing anyone? What about Shroomish? Breloom seems to have some punch (pun intended) as a fighter.

Also, are there any Gen 1 or 2 Pokemon with Gen 3 evolutions?

You are missing Feebas. There are no evolutions on Gen 3. However, there are baby pokemon which are Wynaut and Azurill, being that said they are not relevant though.

Well, Slaking is somehow dissapointing, so I would not considerate him.

Wailord isn't very useful at all, only being good for inactive gyms that already have a Chansey in them. It's not as tanky as people think.

Gen2 and Gen4 are the only games that really focused on furthering previous evolutionary lines. Outside of those games, there are just a few baby pokemon, Sylveon, and some Aloan evolutions.

There was a lot of hope when Drampa was previewed that it would be the long anticipated evolution of Dunsparce, but nope.
