I'm looking to max out a double-water Gyarados. My best Gyrados is lvl 31 14atk/14def/15sta. She's got WF/HP. Is it worth maxing out, or should I max out my lvl 20 15atk/12def/ 15/sta with B/DP? If the second one, I'm definitely willing to TM.

Yes definetly, Gyarados is one of the best attackers into Groudon which will be the next big thing for the upcoming month. Save your dust, Waterfall reaches it breakpoint already at 32,5 for Groudon (does 13 damage then) assuming 15 attack IV. No need to power up your level 20 Gyarados.
