Anyone else feel Ice Shard may be better than Frost Breath with dodging. When I'm battling Dragonites, I can consistently fit in 2 ice shards (30dmg) per Steel Wing, but with Frost Breath, I find it pretty difficult to fit in the 3rd quick attack and still dodge the Steel Wing.
Odd since 2 Ice shards should take 2.80 seconds and 3 Frost Breaths is 2.43 seconds. Also not how damage is calculate:

So everything else being equal 2 Ice shards would be 9+9, 3 Frost Breaths would be 6+6+6 so same damage more time to dodge
I think your most likely late on your third tap with frost breath. I do a double tap to start and then the third tap is during the animation of the 2nd attack. I think 2 ice shards between DB attacks isnt possible with successful back to back dodges while with SW 2 shards attacks per is possible. With FB you can squeeze 3 in on every attack against a SW dragonite. Also after the defender does their charge move you will be able to get more breaths in then shards.
Also Ive been noticing a lag sometimes at the beginning of battles for the first 5-6 attacks. During this "lag" the defenders animation seems to speed up so during that time I cant get the normal # of attacks in. Maybe that what happened when you were doing your testing.
Its 1/2 sec pause then the first attack then a 2nd attack 1/2 second after that. the third attack comes 1.5 sec after second attack or 2 seconds after first attack. I can take a level 10 down without getting hit at all. Thats not what Im talking about I talking about is 4g or LTE connection lag. Maybe Sprint just sucks.
