I live in the StPete/Clearwater area, but a lot of my friends are in Tampa. Try Facebook or Discord. There are huge groups on there. Or just try raiding on a Saturday. You should be able to run into a few people. International mall has a Starbucks gym so anytime there is a raid there you know there will be pogo players.
I also heard Ybor has a lot of rare spawns. I know people who drive out to there to grab a few Larvitar, Dratini, and Bagon spawns.
