Flareon power up?
I have been trying to get an Arcanine to add to my attacking Pokemon. However everyone I've evolved has Bite/Bulldoze, so basically useless.
I have a 100% IV Flareon with Ember/Fire Blast but it is only at CP276. I have plenty of candy to power it up but is it worth the 90k+ stardust? Or should I just wait for a good Arcanine?

Unless 100% IV is critical to you, I'd save some of the stardust and evolve a 500 CP+ Evee instead - you might end up with a few Jolteons first, but you'll eventually get a decent Flareon.
How long does it take you to get 90K of stardust? For me that's the best part of a week's grinding. Not too bad, but a lot of work for what will probably make a negligible difference in use. 80+ IV Flareon's will do fine as attackers.
Tempting because of 100% but definitely not worth it. I would say OK if it was already 1800cp+. Flareon is just not very good. It's tough to beat a good exeggutor even with dodging.
If you have no decent arcanine nor WA/FBorFT Charizard you can use pidgeot with WA/Hurricane. Its very good to kill plants. If you need a Lapras killer, gyrados with DP or snorlax will do fine
If you're in an area where Growlithes are common enough, just wait for an already high level Growlithe and save your dust since it sounds like you've evolved into several Arcanines.
Not that Flareon is bad, but unless you're being overrun by grass types, you probably don't need an Arcanine that badly so it would save you a lot of stardust just being patient. Even if you were, you could just evolve a high level Pidgey just to use as a stopgap. Wing Attack and Hurricane is legit.
Do you care about IV's? if you do, you should keep him and power him up to whatever CP you want.
Is it the most efficient thing to do? Probably not, You can always wait for a better CP Eevee or Growlithe and evolve them, but, in the end, it is your Pokemon and you can do whatever you like with him.

I have a Flareon 100% with Ember/Fire Blast too. He used to be CP 196 and I powered him up to CP 1019 (Lvl 13.5). Why did I stoped there? Because that's the sweet spot for attacking CP 2000+ Grass pokemon and getting the most Exp possible.
If you want a compromise type answer, I usually get much more free spending on Dust when I'm over 200k dust and far from a level.
I like to have 200k in case I get that "Dream" pokemon from Egg/Wild that I need to power up.
When I'm above 200k, and I'm level 33 so level takes 1 million and none of my maxed pokemon is going to need dust anytime soon...
That's when I go back and start investing in Low Level High IV projects. I just leveled a 40/45 Vaperon that way the other day.

honestly powering up from lower levels is a far more efficient use of stardust than powering up past level 30. If you are min maxing your use of stardust then any use of stardust for a flareon is pointless since Arcanine is a better pokemon and is the Meta for Fire currently.
now if you don't care about the meta (which I don't personally) consider that you will not find a better flareon, you might (some estimates put it at .05% chance or lower and thats not considering moveset) find another that is close or equal and it may not make any difference but it wont be better.
you have a trophy. I like my 100's which i have several and im proud of them. Flareon is one of mine and i dont even have the perfect moveset like yourself. I powered it up and will continue to. I say do it. If you dont plan on quitting anytime soon, 90k stardust is a drop in the bucket. I plan on playing as long as the game is around, im taking my flareon and my other 100s with me
It depends how "long" you are in the game and whether you have any Fire pokemons in your stable to take down gyms. You need at least one fire pokemon in your attacking squad to take down Exeggutors and other grass types.
The problem with Arcanine is that while they are great attackers, I inevitably end up leaving mine as gym defenders because of their high CP, they usually sit nicely in the back of the gym. Flareons make poor defenders because of their low HP (they get slaughtered by the common Vaporeons).
My suggestion to you would be to get another Flareon first and try it out (Evees should be easy to get). Or worse. power this one up to 1000 CP and try him out in gym battles. If you like it as an attacker, then it is totally worth the investment as it is a strong fire attacker.
But if you don't like Flareon as an attacker, then it will sit on the shelf and be generally useless, which would be a total waste.
FWIW, personally, I would power it up because I do like using Flareon as an attacker against grass types.
