Don't bother power up Fire type. This second, Pokemon Go doesn't have a pokemon which is strong enough to make Fire type powering up too much to attack.

Just keep catching the wild eevees above 650+ CP. Keep evolving them but don't bother with dust. You'll end up with tons of usable mons with no need for dust.
