is currently the fire type pokemon which has the higuest attack stat, it has low stamina compared to arcanine, however it deals far more damage than arcanine because fire spin and overheat which you got him, is like a glass cannon fire pokemon, just like jolteon in electric pokemons

Max it out no question. It will be a great attacker into a Snorlax and Blissey. It might faint but take 80-90% of their health w/ him. W/ it's low hp it's a low potion cost too.

I don't think it's worth powering it up, unless you have a ton of dust to waste.
Eeves are so common, that you probably have a ton of candy and can easily find and evolve several high level ones and get a few with that same moveset without spending a single stardust. Flareon CP lies in the low 2000s, so I don't care about their IVs, since there's no difference between a 2100 or a 2200 mon.
