Fire Attacker
I am in need of a high level, fire-type attacker and was wondering out of these three, which you would recommend me to power up.
1: Arcanine - 1644 CP, Fire Fang/Flamethrower, 19 candies, 93.3% IVs.
2: Flareon - 1625 CP, Ember/Fire Blast, 979 candies, 86.7% IVs.
3: Charizard - 1500 CP, Wing Attack/Fire Blast, 28 candies, 84.4% IVs.
I listed the candies, but they really aren't much of an issue. I can get more if needed.

For attacking Exeggutor or Lapras?
All three could work against Exeggutor, but Charizard does have an additional resistance to grass.
Arcanine and Flareon are going to be better against Lapras because they are resistant to ice.
Flareon has the highest attack stat, but Ember has an awkward length that can make dodging more difficult. This is the only one you can currently power up any meaningful amount though.
As much as I like the eevolutions, I can't recommend Flareon for powering up. Arcanine lasts longer in battle, even if you dodge everything. Plus, from the looks of your eevee candy count, eevees are common enough for you that you should be able to find a good high cp one to evolve to a good flareon and not need to spend additional dust on.
But charizard is the coolest looking Pokémon of all ?
save your dust. at this point you don't really need an effective fire attacker. You will soon catch high level eevee's that will evolve to 2000-2300 cp flareons - the IVs won't matter much. these guys are just novelties at the moment.
I don't even use fire mons, I mainly use gyarados, dragonite and jolteon - as the current meta is snorlax, lapras, vaporeon, exeggutor.
I evolved the eevee back before I was anywhere near level 30 and just haven't been evolving any more since I already got ember/fire blast, thundershock/thunder and every moveset for vaporeon.
I have a bunch that are higher level that I was saving for gen 2 that I could go ahead evolve I guess. I was just going to save them, but I suppose it wouldn't hurt to try to get one that's already a higher level.

I went ahead and powered up the Arcanine with the candies that I had available and am considering doing the other two as well. I may hold off and save the dust though.
I was mainly looking to see which was considered the best for attacking at the moment and I got a lot of great input. I decided on the Arcanine because of his tankiness as well as it having the best defensive moveset.
I've been on a big power up spree and have used almost all of my stardust. Whenever I get my stardust collection back up there again I will probably go back and power the other two.
All three will do a decent job, and unless you're facing level 9-10 gyms on a daily basis which you use probably won't matter that much. Yes Flareon is the weakest, but in most cases he'll still get the job done perfectly adequately.
Which do you enjoy using most? For me that's as important as efficency.
