Pokemon already on the tier list that are useful against the current legendary raid boss have a medal in the graphic.

Because Tyranitar, Raikou, Mewtwo (and Gengar) see more general use than the FOTM Pokemon.

because everyone that puts in any real effort has probably already raided the crap out of ttar.
