Fast move TM and legacy charge moves

I have Dewgong with Frost Breath + Aqua Jet (legacy move). What fast move I will get: Iron Tail or Ice Shard (legacy move too) or 50/50?

You could only get Iron Tail for a Fast TM.

The way TMs work is they change the move to any of the currently available moves. Legacy moves cannot be obtained. If you have a legacy move, you cannot change it for another. You may want to keep it since it can no longer be obtained from TMs or otherwise.

Dewgong's currently available fast moves are Frost Breath and Iron Tail. Fast TMs will toggle between those two moves.

If you had legacy Ice Shard, the first fast TM use would be random between the two current fast moves, then toggle between them.

I asked this question because I didn't find this Dewgong's moveset (Iron Tail + Aqua Jet) on any site, include this one. There are only two movesets found: Frost Breath + Aqua Jet (I have this one) and Ice Shard + Aqua Jet (both moves are legacy moves).

The individual moves are listed. Some combination of
- ratings for Dewgong haven't been updated
- that moveset is not worth taking the time to rate

The spreadsheet data places Iron Tale/Aqua Jet Dewgong 14 out of 15 movesets on offense and 13 on defense. That is not taking into account any type advantages or matchups, but there aren't many situations where that is going to help that much. Dewgong was only ever useful as an ice prestiger.
