no hurry, if that's your best ho-oh it'd be useful to power up, ditto the alakazam and egg but none would fill any huge gaps in roster - i'd not worry about having a perfect team for a group raid unless your local scene is constantly struggling to take down bosses but it's pretty great being able to solo tier3's and those 'mons usually a worthwhile investment for other uses too !

1. L27 91% Tyranitar with Bite/Crunch
Of course! Just need to walk another 85 km...or spend 17 Rare Candy.
2. L22 94% Gyarados with Bite/HP
Already have a L30 87% Gyarados with WF/HP and only seeking another because I lack a proper team to take on Groudon (see my box). Evolving two L29 87%/84% Magikarps, hoping for HP, is too risky.
3. L26 82% Exeggutor with ES/Solar
Also for Groudon. Would be my third L30 Exeggutor but my first with BS (the other two have Conf/Solar and Conf/Psyc). Only other decent Grass attackers are a L30 89% Venusaur and a L27 84% Venusaur, both with VW/PB.
4. L20 91% Entei with FF/OH
Mainly for Blissey/Chansey with DG (as Blaziken seems no better than Machamp). Already spent 33 Rare Candy to clear bag space (and can easily solo Scyther). In future, will be my answer to Metagross.
5. L20 96% Alakazam with PC/FS
Failed my first Machamp solo (its health turned yellow at 93s but my last attacker fainted at 30s) with two Espeons, two Exeggutors, an Alakazam with Conf/FB and a Dragonite with DT/Hu (see my box again).
6. L20 84% Ho-Oh with SW/BB
With a Fast TM, 51 Rare Candy and 75k dust, I could add massive bulk to my Machamp solo team, but does it have any other use? I will eventually get Gardevoir, who would also be a great dragon slayer.
7. L25 87% Scyther
To evolve or try for a better one? Hard to find a Scyther raid at a blue gym in rain and free passes are better spent on Groudon. Metagross would be a better Steel-type attacker and soloing Alakazam is a distant dream.
8. L20 82% Steelix with IT/HS
In Singapore, gym turnover is very high and Golden Razzberry defending is common, so powering up defenders may earn me more coins in the long run (unfortunately, I lack Chansey candy).

Do not power up any of those mons unless needed for a raid. The rest of gen 3 is coming so you definitely want to save it for them. I had over a million dust but more then half is gone instantly because I spent it on the 2 of gen 3 mons while farming for more at Central Park. Like you, I was debating whether to power up my gen 1 & 2 mons while farming for ralts & slaking. Luckily I held strong and saved up to max out my ralts(lvl 4) immediately with the help of some rare candies as well. I am one of the few that has Poison Ivy(Gardevoir) in my area especially in Manhattan which is pretty cool. It is like that kid with a unique new car model on the block.
