I'm desperately looking for a good grass pokemon (attacking Vaporeons, no defense needed) and for an Exeggutor in particular. Unfortunately, it's ultra hard to get candies in my region.
Should I focus on my IV 71, 2200 psychic or one my newly evolved IV 87, 1700 with seed bomb... or rather grind for another 3rd one (I'm not really lucky with charge moves, though)?

I've never tested the Psychic one against vaporeon. I use mine just for defense, but he can definitely kick Snorlax's but, so I think he can handle vaporeon easily.
I've used seed bomb on some vaporeons in the "past", with 91-95% exeggutors, but it bearly tickles vaporeon... I actually think I've transfered the ones I had with seed bomb (but in my region exeggutes are almost like pidgeys... haha)
Your seeebomb exeggutor is not that bad against Vaporeon, and definetely better than the psychic one due to type effectiveness. I wouln't invest much candies powering it up, as it can beat a 2k+ Vaporeon as is. The psychic one is an absolute tier 1 defender (even if not optimal).
Save your rare candies for evolving the next one!
