Exeggutor vs Kyogre
I'm looking to maximize DPS vs Kyogre with the resources I have available, because catching is such an issue I need all the extra balls I can earn. My first team is decent, but my second team needs help (autoselect keeps pulling in my level 40 Espeon and level 20 Kabutops) Like most of us, I'm starved for stardust, but I do have a relatively unlimited supply of TM's (48 fast and 31 charged) AFTER using as many as I could on all meta relevant mons.
Rather than tossing TMs to free up bag space, I'd like to use them to buff my largely forgotten exeggutor army even if it's only to use as my second team for the next month of Kyogre raids. I have 22 Eggys leftover from the old gym days, that I couldn't bring myself to delete, all over level 25 and many over level 30. Unfortunately, only 2 of them have C/So, and they are already powered up to the relevant breakpoints.
My question is what is the NEXT best obtainable move set vs Kyogre? I have multiples with zh/bs/ex fast move and about 1/3 have solar beam. Should I change all the best to bullet seed/solar beam, or is seed bomb viable? I can plug them in to see which are already above breakpoints so they will be battle ready without the need for dust investment.

I currently only have the 2 C/So ones at the highest breakpoint they can achieve based on their atk IV's (14/15), strictly for the fast move Confusion vs Kyogre. I was going to plug the other ones into the breakpoint calculator from Gamepress menu on the left once I decided which fast move was second best (bullet seed I presume?since confusion is legacy) to see which were already at a high enough level for their atk IV without needing to power up (i.e. stardust), so that their fast move did maximal damage.
I used that tool to power up 2 Dragonites, 2 Gyrados, and a Ho-oh for Groudon raids early on, and it was worth the huge stash of stardust I spent. All month I managed an extra damage ball or two on Grooudon and could really see a performance boost.
I honestly have only a rudimentary understanding of breakpoints after reading the guide on this site, but I'm trying to use limited resources wisely: not just powering up blindly when I have the dust. I powered 2 Raikou several levels above what they needed at a cost of about 200K extra stardust before I started looking at breakpoints.
Another thing to consider is that the break points aren't the be all and end all of effectiveness. Every time you power up, you gain a little of every statistic, which makes you a little better in each arena (attack, defense, hit points). When you hit a breakpoint, your damage against a specific matchup gets better, which effectively is like the equivalent of 2-3 powerups. We can't calculate when that last stamina point will be the difference between getting one more charged attack off or not, or even one more quick attack or not, so it's not an exact science. Some cases are pretty clear cut - this mon can take one charged attack, but the second always KOs the mon. In those cases, breakpoints for the mon's fast move damage is relevant, and little else. But for general fights that are messy, the breakpoints get fuzzier.
So those Raikou you 'overpowered' are somewhat better than if you had stopped at a breakpoint. Are they as good for your whole team as if you had invested the dust and candy elsewhere? Hard to say, but Raikou is a good mon to max out and ignore breakpoints.
