Exeggutor, Venusaur or Slowbro?

Alakazam Psycho/Psychic
I never power up if I do not get best depend movesets thats why I only have 2 pokemons that are over 2000CP. I am tired of getting best depender movesets. I am level 28 and I only have 2 pokemons that I used my stardust! No luck for lapras or snorlax. I used insane amount of incubator. What would you power up from these lists? or Should I wait?

This all depends on your area, but in my area, all of those maxed to 30 won't have a high enough CP to not be at the bottom of the gym for longer than a day (you won't be able to collect your gym bonus the next day). If you can push them to Lvl 40, then the Exegg and Alakazam has a shot, but that'd be an insane amount of dust to level 40...
That being the case, I wouldn't power up any of those for defense.
If you change your mind and want to speed up your attackers, I'd power up #4 Venusaur to deal with the large amounts of Vaporeons in gyms currently as well as the Alakazam for Snorlax (need to know how to dodge)...
