Exeggutor power up?

I have a 2278 cp Exeggutor 95% IV (15/15/13) lvl 27.5 with con/SB. Is it worth to power him up to the max? or leave it like that and make another Exeggutor. I ask this because on the moveset list is has and A for defense but on the gym tier list it has ZH/SB for attack and Con/ Psychic or Seed Bomb. ( I'd love to power him up cuz it is a 95% IV but don't know if it's worth it).

Seed Bomb or Solar Beam?. Solar Beam is too slow for defense, i dont like it cuz its too easy to dodge. Seed Bomb and Psychic are nice moves for defense, if urs have Seed Bomb i would max him out for sure.

It's fine for attack, it's just that Zen Headbutt is slightly more effective.

I'm also not a fan of Solar Beam for defense. I think Psychic > Seed Bomb > Solar Beam. I guess it's all up to you though, is it hard to get Exeggcutes in your area? Do you have any other good ones to evolve?

I have another 88% IV and yeah I only caught 2 exeggcutes in my city ( and I'm lvl 30) so yeah it's pretty hard to get them here.

Best offensive charge move with the best defensive quick move. Tough one. Same dilema I have with 2 SW/DC dragonites.

Actually, DC is not so bad for defense.
If you don't pay attention, this attack is pretty fast and you can miss dodge pretty easily on this one.
Or as you try to use your charge move, Dragonite uses its DC, it can be pretty annoying^^

I would only "max" a con/psychic, but con/solbeam and con/seed are both fine defensive sets. I'd power him up as need be to stick him in a good gym spot. At this point, if someone wants him gone, he'll be gone regardless of the move set.

My main defender is Confusion/Psychic, but whilst I mainly use my Confusion/Solar Beam as an attacker he does okay as a defender and I'm gradually powering him up. Yes Solar Beam can be dodged, but people don't always successfully dodge and it still adds to confusion's relentless damage even if they do dodge.
