I wonder why psychic is better than solar beam considering that solar beam has more DPS?
Is that because of the dodge window?

When they put down Zen Headbutt and Psychic as the best moveset, they were suggesting it in relation to them being the best DEFENSIVE moveset. The reason for that is because the defending Exeggutor can use Psychic more readily at half bar as opposed to full bar. Also like you mentioned, Psychic has a shorter dodge window than Solar Beam.
For offensive moveset though, Zen Headbutt with Solar Beam is what you want. When you are attacking gyms the defenders don't dodge attacks so attacking with that moveset are very powerful. I have an Exeggutor with ZB/SB and its been beast in gym takedowns! :)
