I have just hatched an Exeggcute with 89% IV. I already have 1 Exeggutor with 87% IV, 1640 CP and Confusion/Solar Beam. I have 22 candies and Exeggcute are really rare near me---I have only ever caught 1 in the wild. Should I power up my current Exeggutor or wait to evolve the new Exeggcute?

You can power it up, not weak to Seakings for people who don't have pinsirs, and it has a good moveset. The worst moveset is ZH/SeB, followed by ZH/Psychic. Exeggutor is either useful on attacking or defending if it doesn't have those movesets.

I think you mis-understand the rating system. A grade B moveset might still be very good (in some cases a Grade C moveset might be far better than a Grade A moveset for another Pokémon).

None of the Grade B movesets for Exeggutor could ever be described as not useful or 'not good'.

If you're not answering from personal experience it might be more helpful to either post a link to the source of a view or refrain from commenting.

I eat exeggutors with arcanine or with venomoth. There are more relevant attackers with big type advantage.

Yes, for defense, it is good. For attacking, i prefer ZH as quick attack.

Benefit of the doubt, maybe he meant Seed Bomb and not Solar Beam :), but very good that you dissected his answer to really help to original poster.

I suppose Peck/Megahorn would just about get the job done with a Flying/Bug moveset, although when Seaking doesn't get type advantage on either I can't think why you'd use him over a Pidgeot or true Bug...

Goldeens are pretty common around my place, seen a lot of Seakings in the gyms.

Confusion solar beam is probably the best overall moveset, it is A rated as defence but also in the vaporeon meta game very useful in offence (just after ZH/solarbeam), i would invest in this.

I didn't mean SoB, sorry for everyone, but it should be SeB, which is a lot worse than SoB on offense.

ZH is an attacking move, as many have said. Confusion is decent as well, but I would prioritize ZH.

With ZH, all charge moves are great because you will likely use Exeggutor as an attacker to take down Vaporeons (of which every gym seems to have at least 2-3). Against Vaporeon, Solar Beam is fantastic and both Psychic and Seed Bomb are very good.

For you, if you have other grass alternatives to take down Vaporeons, I would wait. If not, you can always power up your current one and I'm sure it will do just fine.

You should make a trip to Boston... I spent 1 hour in the park in the middle of the city and literally caught 25 Exeggutes (it is a crazy nest). Goes to show that the game is really imbalanced based on where you live.
