I'd go with the 2nd one because 1. Nobody would attack you with mons weak to grass moves, and 2. The second one saves you a lot of stardust.

But tbh it probably won't matter - taking down gyms is simply too easy right now.

84% is too low to power up for this mon. You can use this one as it is now or power it to lvl 30 if you need him to have higher CP. But not above 30 with 84%

The 96% one is quite good but seed bomb really suck vs Dragonite and Charizard (double resistance) while it will do the job the same as psychic vs Arcanine, Flareon and Pidgeot.

I would wait for a 90%+ Co/Ps

I'd power up the confusion/psychic.

The one with confusion psychic obviously! Moveset is better and its level 27. Moveset and level > IVs. 10% ivs difference is ridiculous, has not real impact on the game

Idk my seed bomb exeggcutors are pretty boss. Even when going against seed bomb eggs with type advantage the bombardment of seed bomb does do some hefty work. Do the psychic for now but don't forget the seed bomber
