Exclusive move for starters

So, we already had the CD for the gen1 starters, and they all had their powerful exclusive moves - Blast Burn, Hydro Cannon, and Frenzy Plant.

We just had the first CD for the starters of gen2 - chikorita, and its last evolved form learned Frenzy Plant. Based on this pattern, are all the starters of each gen will be able to learn those 3 exclusive moves? If this is the case, I will not invest into other starters now.
